At 9 am on Nov. 18, 2004 China Western Forum was opened in Xining, Guangxi. Zeng Peiyan, Member of the Political Bureau of the CPC Central Committee and vice premier attended the opening ceremony and made an important speech.
The ceremony was presided by Li Zibin, Deputy Director of the Office of Leading Group for Western Region Development of the State Council. Cao Bochun, Secretary of the CPC Guangxi Zhuang Autonomous Regional Committee, expressed welcome to the guests of the Forum. After that, Vice Premier Zeng Peiyan made an important speech. And leaders from sponsor units delivered speeches.
